Ahmed R. Ali
Ahmed Ali started his career working for various firms in the D.C. Metro area while studying Engineering in college. With a passion to serve our nation in the Armed Forces, Ahmed joined the U.S. Navy. Upon completion of his military service, Ahmed received his B.S. in Information Systems Management from the University of Maryland, an M.S. in Information Assurance from Capital College , and an MBA with a concentration in International Business from Jones International University. Ahmed has also completed further executive education level programs at Harvard University, Georgetown University, and Dartmouth College.
Through Ahmed's leadership, TISTA is developing into a leading provider of innovative technologies and mission critical solutions to the federal government and various commercial entities. Ahmed brings with him over 20 years of military, federal government, and civilian experience in Engineering, Information Technology, Cybersecurity, and Project Management. As a United States Navy Veteran, Ahmed understands the mission critical requirements of the Department of Defense, the Intelligence community and Civilian agencies. While serving, Ahmed worked on various aspects of Engineering, Fire Control Radar, Weapons Systems, Electronic Warfare, Communications, and Information Technology. Ahmed served onboard an Arleigh Burke class Guided Missile Destroyer, and completed several deployments throughout the world in support of various military operations. Duty stations included Recruit Training Command (Great Lakes, IL), Naval Surface Warfare Center, (Dahlgren, VA), Pearl Harbor (Hawaii); Bolling Air Force Base (Washington, DC), and the Pentagon (Washington, DC).
Ahmed held senior level positions in IT and Engineering in support of the Department of Defense (DoD), Department of Justice (DoJ), Drug Enforcement Administration (DEA), National Aeronautics and Space Administration (NASA), National Security Agency (NSA); Naval Surface Warfare Center (NSWC) at Indian Head; and Defense Information Systems Agency (DISA). He also worked as a Patent Examiner at the United States Patent and Trademark Office. Throughout his military and civilian career, Ahmed has received many commendations and awards in the fields of Information Technology and Engineering including the US Navy's Sailor of the Year of Destroyer Squadron (DESRON 31) out of Pearl Harbor, Hawaii.
Mr. Ahmed currently leads TISTA's Civilian Operation, and brings over 15 years of federal experience to the company. He offers a unique blend of technical expertise, agency domain knowledge, program marketing, corporate infrastructure, and business development expertise in the federal IT market.
Prior to joining TISTA, Asif supported numerous federal IT contracts as a program manager, project manager, and corporate monitor. He’s held senior leadership positions for over 8 years, leading various divisions including: corporate IT operations, government IT contracting, products and applications, multimedia and distance learning, and IT security and infrastructure.
His healthcare IT experience includes the Center for Information Technology (CIT), National Institute on Drug Abuse (NIDA), National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK), National Institute of Mental Health (NIMH), Administration on Aging (AoA), Agency for Healthcare Research and Quality (AHRQ), Centers for Disease Control and Prevention (CDC), Health Resources and Services Administration (HRSA), Substance Abuse and Mental Health Services Agency (SAMHSA), Center for Mental Health Services (CMHS), Center for Substance Abuse and Prevention (CSAP), and Center for Substance Abuse Treatment (CSAT).
Asif has also supported the National Aeronautics and Space Administration (NASA), National Oceanic and Atmospheric Administration (NOAA), U.S. Department of Education (DOE), Department of Justice (DOJ), United States Air Force (USAF), and Internal Revenue Service (IRS).
Mr. Ahmed holds a B.A. from Notre Dame College, and an MBA from University of the District of Columbia (UDC).
Marion Devoe, CISSP, PMP began his career in Information Technology after graduating from Virginia Tech with a B.S. in Management Science and Information Technology. He has over 12 years of experience working as a solutions provider for various federal agencies. Early in his career Marion worked as a Lead Software Engineer on several high profile, mission critical DoD applications.
Marion received several awards from high-ranking officers for the work he performed in deploying applications to Iraq and Afghanistan. Marion eventually transitioned out of software engineering and moved into information assurance and project/program management as his career progressed.
After working for one of the nation’s largest defense contractors Marion began to focus on entrepreneurial pursuits. He formed a company and was awarded software engineering contracts to support DISA, DOJ, and the City of Richmond. Marion is an experienced Cybersecurity and Information Security expert and serves as TISTA’s executive Subject Matter Expert (SME) for Information Assurance and Cybersecurity programs. Marion’s strong work ethic and professional experience has helped TISTA establish strong relationships with its clients. Marion has played a key role in TISTA’s growth through his ability to expand the company’s footprint with existing clients by providing superior service.
Mr. Eric Smith began his career as an IT professional at the Department of Transportation (DoT) and a small government contracting Health IT firm while studying at Bowie State University. Eric completed his undergraduate degree earning a B.S. in Computer Technology with a minor in Business Management. He has several years of experience within the public sector, academia and federal government. As a federal employee, he managed several defense related projects supporting DISA and USCYBERCOM.
Eric received several awards and recognition from high-ranking officials for his performance while serving within the federal government. He played a key role in decreasing DSO’s IT budget by introducing new technology, including virtualization, data de-duplication, and cloud technology. While supporting USCYBERCOM, Eric also helped tremendously decrease their cyber-attacks on the perimeter of the GIG enterprise network.
After working with the federal government, Eric began to focus on entrepreneurial pursuits. He formed an IT contracting firm and was awarded several contracts providing IT support ranging from web application development to day-to-day end user support, for small businesses as well as federal agencies such as NAVAIR and DOT.
With his vast range of knowledge in Business Development and Information Technology, Eric is uniquely qualified to support TISTA in becoming a leading resource for innovative Information Technology solutions.
Mr. Mahmood leads several of TISTA’s strategic Federal Civilian Accounts, State & Local practice and supports capture management on strategic pursuits and new/emerging accounts. His 15+ years of experience include business development, large-scale project & program management, business process re-engineering, information technology leadership and complex systems implementation including ERP, e-Procurement, data warehouse, business intelligence and cyber security solutions. Since joining TISTA, Mr. Mahmood has added several new agencies to TISTA's growing list of multi-year prime contracts - this includes, U.S. Department of Agriculture and the U.S. Department of Veteran Affairs.
Prior to joining TISTA, Mr. Mahmood was a Director of State & Local ERP practice for one of the largest global IT Services provider. He served in a leading role in numerous large-scale IT projects at 25+ State and Local government entities including State of Missouri, Commonwealth of Virginia, State of Maine, Commonwealth of Massachusetts, Illinois Department of Public Aid, City of New York, and the City of Los Angeles.
Mr. Mahmood also provides Executive Leadership to TISTA's Proposal Development and Contracts Management team.
Richard brings to TISTA Science & Technology over 20 years of experience specializing in Program Management, Consulting, cost/benefit analysis, design, development and implementation to support government and commercial client activity. He also possesses financial competency in budgeting, pricing, cost control and forecasting. Richard has conducted various organizational reviews to determine the Most Efficient Organization (MEO) and currently manages several contracts with the Army National Guard in which he has a long history with the past 10 years which included developing study plans and data collection procedures for conducting Manpower studies.
Prior to joining TISTA, Richard leadership roles included providing operational support to the Army G6-CIO contract as well as DISA. Richard was also the lead analyst facilitating, directing and recommending Business Process Re-engineering philosophy/Manpower studies at the NIH. Richard also provided Project planning, coordinating & integrating of 11 new pension plans for over 60,000 employees. Richard has had numerous years of experience in project management, project scheduling, issue tracking, process mapping, Business Process Reengineering, and strategic analysis.
Mr. Dellavalle holds a B.S. in Business from James Madison University with a minor in Economics. Richard played a key role in assisting TISTA achieve Level 2 CMMI certification for both Services and Development. Richard will focus on improving TISTA’s processes and continue to expand its business base not only with the National guard, but with other Federal Agencies as well as such as NIST, NSA, NIH & FAA.
Larry J. Henderson
Mr. Henderson has more than 34 years of experience in personnel, administrative and technical program and project management, managing complex operations to include networks, computer systems, management solutions, technical writing, training, network security and business improvements for the government community. Mr. Henderson has experience with successfully planning, managing and directing complex IT solutions. He has played a vital role in the development of IT solutions and the use of new and innovative technologies through the development of technical and management plans for proposals that were award at several federal agencies. He has effectively and efficiently used information technology investments in accordance with Federal and Departmental guidance to execute sound capital planning and investment strategies for information technology.
Recently, he was the Director DoD Programs for Next Tier Concepts, Inc., Vienna, VA. In this Executive Program Management position, he oversaw CMMI Maturity Level 3 and 4 Management implementation practices for program and project for major DoD, DoS and OPM projects in support of our National Security. He provided corporate infrastructure and resources support for the execution of information technology, data analytics and application development to include eLearning projects and professional services to government customer agencies.
Mr. Henderson is a veteran of the United States Air Force served our Nation for over 21 years as an Information Management Officer. His distinguished military career includes: He also severed as the Special Assistant for Protocol to the Chairman of the Joint Chiefs of Staff, the Chief, Executive Support (Protocol) to the Commander, Air Combat Command. Chief of Ceremonies and Protocol of Air Force District of Washington, Bolling Air Force Base, Washington, DC.
He directed many major nationally televised events such as the B-2 Stealth Bomber Naming Ceremonies, the arrival ceremonies honoring the 19 USAF airmen were killed of the Khobar Towers bombing, the repatriation of the Vietnam era fallen at Arlington National Cemetery, and served on the Headquarters United States Air Force Worldwide 50th Anniversary Committee, planning, directing and executing over 100 events celebrating the landmark 50th Birthday of the USAF to include the HBO premiere of the “The Tuskegee Airman” – The Movie.
Mr. Henderson holds a Master’s of Arts in Management from Webster University, St. Louis, and Bachelor’s of Science, Political Science, Criminal Justice Auburn University, Alabama.
David Willingham began his IT career in 1972 supporting the Environmental Protection Agency in Network Operations. His expertise with IBM Mainframes and Front End Processors was in support of the SNA architecture. He moved forward to build on his skills with AT&T Federal over a 14-year period from 1980 to 1994 where he took a more direct role in business development and program management with proficiency in the SNA architecture. Here he provided services to key National Security Agencies involved in national defense for the government of the United States.
David then transitioned to a small Washington, D.C. based IT company, lending his now considerable leadership experience to its growth and development. The organization moved forward during his ten year tenure from one million dollars in annual revenue to twenty five million dollars. In large part, as a result of David’s work, the company transitioned from an exclusive product based company to a full enterprise IT service provider with a key role in major government agencies, including the State Department, Defense Intelligence Agency, US Army, US Navy, Department of Justice, Defense Information Systems Agency, Defense Logistics Agency and various other government organizations and groups.
In his current leadership role with TISTA, David provides senior level capture and program management to preeminent Government agencies. He is deeply involved in the management of a strategic Government agency’s Cyber Security Team in direct advancement of the United States War Fighters. David has achieved many industry and specific architecture certifications and in addition to full time involvement in his career and he is pursuing further education at Columbia University.
